Back to Learning (BTL) is an initiative of the Government of South Sudan, supported by the United Nations Children’s Fund (UNICEF) which seeks to get out-of-school children in South Sudan – including previously under-represented girls and those with special needs – into safe, stable and inclusive learning environments which offer relevant and effective learning programmes.

The independent findings of this evaluation of BTL are intended to provide UNICEF, the South Sudanese Ministry of General Education and Instruction (MoGEI) and their BTL partners with evidence-based insights into both the initiative’s achievements and shortcomings regarding learning opportunities for the most vulnerable girls and boys between 3 and 18 years.
