Highlights

This report presents a road map for implementation of child-sensitive protection measures within Rwanda's Vision Umurenge Programme (VUP).  


The road map consists of three parts:

  1. Part one describes the draft design and proposes how key initiatives will be implemented.
  2. Part two sets forth an implementation plan, covering three distinct phases: i) finalisation of design, implementation and budgetary arrangements for Expanded Public Works (EPW), and launch of UNICEF funded pilots in two sectors; ii) launch of EPW by VUP in thirty sectors (one per district); and iii) roll out of EPW in all VUP public works sectors.
  3. Part three provides costs associated with building the capacity needed for implementation.
