This consolidated Strategy Note for the Rwanda-UNICEF Country Programme of Cooperation, 2018–2023, provides an analysis of the situation of children and the programming context, and defines the strategic contribution UNICEF will make towards defined results for children. It contains an overall presentation of the country programme and individual programme strategies for each of the defined outcomes in health and HIV/AIDS, nutrition, early childhood development (ECD), education, child protection, water, sanitation and hygiene (WASH) and social policy and research.

The purpose of this Strategy Note is to ensure that the country programme has a clear and evaluable programme design and logic. It describes the consultation process for development of the country programme; summarises the Situation Analysis, focusing on key deprivations, bottlenecks and barriers; explains the prioritisation of issues and areas; presents the each programme strategy’s Theory of Change; explains the link between the new programme and national, regional and global priorities; specifies key strategies to achieve positive change; and identifies synergies between sectors while specifying how to foster cross-sectoral linkages and improve programme convergence. The Strategy Note also articulates how UNICEF will work with and influence its partners to achieve the desired results and outcomes for children.
