Human Rights-based Approach to Programming


These are designed specifically for practitioners, covering various aspects of legislative reform.

  • Supporting the realization of children’s rights through a rights-based approach to legislative reform- This guidance supports UNICEF Country Offices, other partners, and other organizations aiming to harmonize national legislation with child related international human rights instruments.  It provides guidelines on how to programme for legislative reform, create the necessary human resource capacity, and direct adequate financial resources towards legislative reform. It also addresses the need to pursue a human rights-based approach (HRBA) to legislative reform such that the reform moves beyond technical processes and translates into a holistic strategy for positive changes in society for the betterment of children’s and women’s lives.
