Highlights

This assessment examines the adoption dynamics of health information systems (HIS) in government health units, with a focus on immunization data reporting and the utilization of digital health tools. Drawing on 103 key informant interviews conducted across Luzon, Visayas, and Mindanao, the report enables the profiling of immunization data users, the identification of key themes in user experience, and an exploration of health IT implementation narratives, including the use of electronic medical records (EMRs).

The first assessment area, digital health technology user profiles, categorizes users into five distinct personas: health managers, information technologists, data and analytics managers, midwives, and nurses. These personas emphasize the users’ sociodemographic backgrounds and technological readiness, which in turn highlight areas requiring additional support, improved access to technology, and further training.

The second assessment area, user experience, summarizes the narratives and challenges related to the systematic collection, validation, and submission of immunization data from local health facilities to higher administrative levels. Health workers expressed a range of perceptions—from passive indifference and frustration with frequent system changes, to satisfaction with streamlined processes and a desire for improvement.

The third assessment area, health IT implementation, reveals challenges in system adoption due to issues related to infrastructure, governance, software operations, human resource management, and organizational culture. The assessment concludes that the availability of key resources, including infrastructure, staffing, knowledge, skills, culture, and funding, largely influences the success of implementation.

These insights are crucial for enhancing policies and practices related to the recording, collection, reporting, management, and analysis of immunization data, as well as for promoting the broader adoption of digital health technologies. The report provides recommendations for developing supportive systems for users and organizations, fostering multisectoral engagement across agencies, and encouraging further research and exploration.
