UNICEF supports Ministry of Education (MoE) to improve access and quality of education in occupied Palestinian territories through enhancing capacity for education planning and management at central, district and school levels. Formulation of polices, preparation and monitoring of plans on development of education as well as measuring the progress over time demand reliable, timely and quality data and statistical information. Existing systems for collection of data at the Ministry and Districts provide some but not comprehensive quantitative and qualitative data and statistics. Data on school infrastructure, assets, teachers’ and students’ information including learning achievements, attendance and special needs are not available. Some of administrative records are available but not computerized while some of the electronic data has low reliability and validity. Often there is duplication of work in collecting and processing the information at all levels of educational system.
In context of the MoE’s focus on overall improvement of the quality and availability of education data and statistics UNICEF supports the MoE develop and establish a school-based information management system – SMIS containing comprehensive, valid, reliable, and up-to-date school and students data. The software solution for SMIS will include a web-based application as frontend and fully normalized relational database as backend. SMIS application will be open architecture based on international standards for unlimited users. The software for the SMIS system will provide solutions and functionalities as stated in documentation developed by MoE and UNICEF that in details describes requirements of the SMIS. The assignment will include design of the database and application, testing of the software through different phases of development, necessary customization, and installation of the system at school, district and central level, development of the system documentation and user manuals; training of staff in the Ministry, reporting and technical support during the warranty period.

This EOI does not constitute a solicitation. We do not require bids or proposals at this stage; we merely seek your expression of interest in participating in the tender. A response to this Request for Expression of Interest does not automatically ensure that you will be selected to participate in the tender.
UNICEF reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. UNICEF also reserves the right to require compliance with additional conditions as and when issuing the final tender document.
