Highlights

Apart from defining the role of the state and the private, i.e. civil society, sector in social service provision, it is also important to determine the possibilities and advantages of each model. For that purpose this study focuses on two tools, namely Cost-benefit Analysis (CBA) and Cost-effectiveness Analysis (CEA). Although these models have already been applied in many countries, it is still important to check for their viability in the context of the Macedonian society, management and good governance system.
