Budget Brief 2020: Social Action
The Government of Mozambique needs to increase the levels of allocation to social protection.

Highlights
- The Government needs to increase the levels of allocation to social protection in order to meet with the target set in the ENSSB to reach 2.23% of GDP by 2024;
- The COVID19 pandemic impacted negatively the income security for Mozambican population, therefore, the needs for social protection are greater than ever. There is a need to expand social protection coverage in 2020, 2021 and beyond;
- The Governments needs to strengthen the monitoring, reporting, implementation capacity, accountability mechanisms, and perform an effective use of e-INAS in order to ensure that the social protection system can absorb more financial resources, domestic or external, and thus expand radically INAS’ social protection programs coverage;
- In order to reduce inequities, expansion in the allocation should observe a better prioritization to the areas with higher poverty rates.
