In the pre-school years from 2 to 6 the child begins to socialise, and the potential for cognitive and psychosocial development is further enhanced. Pre-schools tend to concentrate on rote learning, and there is little emphasis on the psychosocial and cognitive development of the child. Parents and caregivers have little understanding and awareness regarding the proper caring practices which promote psychosocial and cognitive development of the child. During the academic year of 2003-2004, 43.1% of children from 2 to 6 years attended formal and non-formal pre-school education.
