Call for Expression of Interest
The purpose of this General Call for Expression of Interest is to identify eligible Civil Society Organisations for prospective partnerships supporting the delivery of the Government of the Republic of Moldova - UNICEF Country Program of Cooperation 2023-2027. Eligible Civil Society Organisations (CSOs) are invited to submit proposals for partnership highlighting their relevant capacities, expertise, skills and ability to support the delivery of sought specific results for children as outlined in section 1.3 below.
Organisations that wish to participate in this Open Call for Expression of Interest are requested to send their submission (Completed attachments I and II (ALL sections)) by email with the Subject clearly marked “CSO Open Call for Expression of Interest – UNICEF Moldova CPD 2023-2027” at the following email address:

Applications must be submitted in English.
Any requests for additional information should be addressed in writing before 28rd December 2022 at the same e-mail: chisinau@unicef.org. UNICEF responses to any queries or clarification requests will be made available to all online www.unicef.md on or before 5th of January 2022.
Applications will be assessed by an evaluation committee to identify CSOs that have the mandate, capacities and comparative advantage to support the achievement of results for children using criteria outlined in section 3 below. It should be noted that participation in this Open Call for Expression of Interest does not guarantee the CSO will be ultimately selected for a partnership with UNICEF. Successful applications will be eligible for partnering with UNICEF throughout the next Country Programme period (2023-2027) depending on the needs of the programme and available resources. Accordingly, selected NGOs will be invited to review and finalise partnership agreements in accordance with criteria outlined in section 3.4 below and applicable Guidance for Civil Society Organizations on Partnership with UNICEF.

Applicant CSOs will be informed of the outcome of their submissions by communication sent out to the email/postal address that is indicated in the CSO submission.

Frequently Asked Questions
The questions below were collected during the specified period for questions by interested applicants submitted between December 9th and 28th.
1. Are government entities (Ministries, agencies, departments, municipalities) eligible to submit an application through this Open Call for Expression of Interest?
Please note that the CFI is open only to Civil Society Organizations and Non-government partners. UNICEF has separate procedures that govern the establishment of partnerships with government (national and sub-national) authorities. Partnerships with government partners use different instruments and are negotiated directly between UNICEF and the relevant Government ministries, agencies, and departments at any level.
2. How many Goal Areas can we apply for?
There are no limits to the number of goal areas a CSO can apply for. An application can be submitted for one or for all goal areas if the CSO has the requisite expertise. For each of the goal areas a CSO wishes to apply for, a separate programme document and budget would need to be submitted (see. Attachment I, Section 2)
3. In 2.2 of Section 1 (attachment 1) there is the request to Include information (short Bio and achievements) about available human resources. Should we include bio information for ALL experts and staff members involved or only for lead experts? If we have 10 staff members with experience in a certain goal area, shell we expand to include everyone’s bio or shell we just mention the nr of experts / staff and provide short bio for 2-3 key experts?
There are no limits to the number of Expert Bios that can be included in the proposal. For each Goal area that the CSO is applying, you are encouraged to submit Bios of KEY experts that would be at your disposal to work together with UNICEF to implement the partnership. If ou wish to include junior experts, you are also free to do so. Please use your discretion and judgment as to the number of experts that you include, as it is expected that these experts will indeed be available and able to implement partnership activities with UNICEF. The list of experts can be amended throughout the partnership implementation period in coordination and consultation with UNICEF.
4. Is there a maximum amount of funds per partnership allocated by UNICEF?
No.There are no limits to the contribution from the CSO or from UNICEF. The budget for the proposed activities should accurately reflect the real costs of the intervention to meet the planned objectives and achieve the planned results.
5. What is the minimum CSO contribution amount/percentage of total cost of the partnership proposal
There is no strict minimum/maximum level of contribution by CSOs. It is recommended that the CSO contribution is minimum 10% of the total programme costs.
