UNICEF Youth Development call for expression of interest

UNICEF is the agency of the United Nations mandated to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential. The UNICEF Adolescent and Youth Development programme is designed to address and respond to the major needs of the adolescents and youth in Lebanon; the program includes skills-building programmes which aim to increase professional readiness and employability, as well programs that increase opportunities for meaningful participation and empowerment of the most disadvantaged Lebanese and non-Lebanese youth (15-24 years) at central and local level. The Programme is guided by the Government/UNICEF Country Programme Document (CPD) with the current timeframe of 2017-2021.
Within this framework, the Adolescent and Youth Development Programme is launching an open Call for Expression of Interest (CFEI) to select partners for the provision of relevant services in 2020. The Call is open to all eligible International and National Civil Society Organizations (please see below) that wish to partner with UNICEF on this portfolio starting January 2020 for a period of 12 months (subject to funding availability). Depending on availability of additional funds and the progressive assessment of unmet needs, new programmes or the expansion of existing ones may be explored later in 2020. Organisations that are interested in applying to the present CFEI are required to complete and submit the concept note template found on the UN Partner Portal. The template includes guidance clarifying the scope of the information solicited in the concept note. The Deadline for Submission is October 12th. Participation in this Call for Expression of Interest does not guarantee selection for partnership with UNICEF. Selected partners will be invited to adjust and further develop with UNICEF the full Programme Documents (PDs) in accordance with the applicable policy and procedures for UNICEF partnership with CSOs and depending on funding availability and existing gaps. Please do not contact UNICEF directly. Any and all requests for clarifications or additional information should be processed by applicants within the UN Partners Portal before the request for clarification deadline. Answers will be provided online within 72 hours of the request for clarification deadline.
ELIGIBILITY CRITERIA: In order to be eligible for this Call for Expression of Interest, all CSOs that either apply individually or as a part of an umbrella proposal must: a) be registered in Lebanon or provide proof of ongoing registration process in Lebanon; b) not be an entity named on any of the UN Security Council sanction lists; c) be verified on UN Partners Portal. Submissions which: a) are not registered through the UN Partners Portal; b) are not sent before the specified deadline; c) do not include all required documents duly completed and signed or do not comply with specifications set in this Call for Expression of Interest; and d) are not submitted in English; will be excluded from the selection process.
