UNICEF in Vientiane, Lao PDR is looking for Individual Consultancy to support nutrition monitoring including the development of a nutrition management information system in Lao PDR. This assignment is required to work fulltime for 11.5 months from approximately December 2020 to November 2021 and potential for extension. The consultant shall be based in the UNICEF office in Vientiane but with frequent meetings in the various relevant departments and centers under the Ministry of Health as well as closely with relevant WHO staff/consultants.
Summary of key functions/accountabilities:
The consultant shall:
Support nutrition information needs under the UNICEF- EU Partnership for Nutrition (PIN) including but not limited to:
- Support the sourcing of data including from various departments at national and subnational level to report against the indicators of the National Plan of Action for Nutrition (NPAN 2016-2020 and NPAN 2021-2025) and PIN, as well as reviewing the quality of date received and identify challenges and opportunities for strengthening
- Support the nutrition center with technical guidance and support for undertaking nutrition surveillance including support on data collection, cleaning, analysis and report writing including tools to strengthen their capacity to undertake nutrition surveillance in the future
- Strengthen program monitoring for key nutrition program including IMAM, IYCF, micronutrient supplementation and more including the development of plans and standard operating procedures as well as tools (e.g. checklists) for monitoring and supportive supervision. This might potentially also include the development and piloting of real time data collection tools
- Support Government or partners with undertaking of nutrition related assessments at national and sub national levels
- Other related tasks as agreed with the contract supervisor
Support the implementation of activities under the new UNICEF/WHO partnership to strengthen National Nutrition Information Systems (NNIS) in Laos including but not limited to:
- Undertake desk review and mapping of nutrition indicators currently collected in the country
- Facilitate the compilation of a compendium of nutrition indicators with a detailed SOP that shows indicator definitions, frequency of data collection, geographic level of data collection etc.
- Facilitate the development of primary data collection tools and creation of a nutrition module on DHIS2.
- Undertake capacity building of government staff and stakeholders on nutrition data collection, analysis, interpretation, communication and quality control for the management of Nutrition Management Information System;
- Development of progress reports, presentations, policy briefs or other written materials related to the nutrition information systems
- Other related tasks as agreed with the contract supervisor
To qualify as an advocate for every child you will need to have:
Qualifications and Experience
- Post- graduate degree in Public health, nutrition, international development or other clearly related disciplines
- At least 10 years professional work experience in related areas
- Proven knowledge of and experience in supporting countries develop and/or utilize information management systems
- Proven knowledge of and experience in working with DHIS2 and other databases/information management systems for monitoring nutrition results
- Experience in conducting nutrition surveys and data analysis
- Good analytical and report writing skills
- Excellent communication skills
- Fluency in English is required- both in oral and written communication.

- The total consultancy fee should include the technical support, return travel costs from the place of your recruitment to Vientiane, Lao PDR using the most economic and direct route based on the actual invoice submitted to UNICEF, DSA and other miscellaneous.
- The total consultancy should not include in-country travel cost to the provinces for field-missions, which will be paid by UNICEF based on the actual needs.
- Final total fee will be confirmed based on the financial proposal submitted by the selected consultant
- The consultant is responsible for his/her own medical insurance and related expenses incurred during the assignment.
- The consultant is expected to use his/her own computer/laptop for the duration of the assignment.
- The copy rights of all the deliverables to be produced through this assignment will remain with UNICEF.

b) Financial Proposal (max. 100 points) weight 30 %
The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.
The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.
