Evaluation of UNICEF Kosovo’s Municipality Approach (2021–2024)

Highlights

The object of the evaluation is the Municipality Approach, an intervention strategy developed by UNICEF Kosovo in 2021 to bring about change in how the UNICEF Kosovo Programme (2021-2025) is being delivered. The Municipality Approach enhances engagement with municipal authorities, with a view to bringing its implementation closer to communities and support more integrated programming.

The Municipality Approach has been applied in five (of 38) municipalities in Kosovo (Gjakova, Gjilan, Lipjan, Dragash and Zubin Potok) across all of UNICEF Kosovo’s programme areas (health, education, social welfare and adolescent and youth empowerment, child protection services). The budget for the Municipality Approach constitutes USD 169,0002, which is supplementary to the programme budget of $3.55 million  in the five municipalities. The evaluation covers the period from January 2021 to May 20244 of the five-year Kosovo Programme (2021- 2025).
