About
UNICEF Kosovo is seeking for an Institution or company to establish an advocacy platform to support and advance inclusion agenda for children with disabilities. UNICEF’s overall strategic approach in Kosovo is to ensure that the rights of children are identified and attended to, either directly or through advocacy with partners and relevant Kosovo institutions. UNICEF Kosovo programme 2021-25 focuses on social inclusion of children with disabilities as one of the three key flagship priorities.
The “Situation Analysis of Children with Disabilities in Kosovo” report published in November 2017, emphasizes that the existing Kosovo legislation regulating the identification of disability does not focus on children and is almost always used to provide a cash benefit. Often, children with disabilities are only identified when they reach school age and attempt to enrol in school, at which time intervention is already too late to have a lasting impact on their development. Further, the existing practices do not lead to individualized plans that are responsive to each child’s impairment and environmental barriers, and do not address the need for integrated, continuous services for the child and the family, to support proper development and life-long goals.
The purpose of this assignment is to: Establish and make functional Team Rijad advocacy platform for inclusion of children with disabilities (CwD); Advocate and raise awareness on inclusion agenda for CwD; Engage private sector in inclusion agenda; and Organize visibility events and create social mobilization around inclusion agenda for CwD.
The contractor will be expected to implement tasks from August 2021 to July 2022. All tasks will be closely consulted with UNICEF.
Interested institutions or companies should present technical proposal, containing:
- Presentation of the company.
- A Portfolio with previous works (USB or hard copies), covering all abovementioned areas and tasks.
- Proposal for the realization of the services requested.
and financial proposal
The financial proposal should be submitted in sealed envelope, separate from the technical proposal.
The proposals must be delivered in a sealed envelope to UNICEF office, Ramiz Sadiku Building, Ukshin Hoti Street, nr. 120, entrance C3/2a, 6th floor, Prishtinë/Pristina by 31 July 2021, by 15.00 o’clock with the remark “Establishing an advocacy platform to support and advance inclusion agenda for children with disabilities in Kosovo”.

The invitation for submission of proposals does not obligate signing of the contract with applicants, nor does it assume the obligation to pay the costs of preparing the proposals. UNICEF accepts no responsibility for undelivered proposals and will not accept proposals after the closing date and time.
