UNICEF is seeking a qualified software development company with expertise in creating and management of mobile-based platform including real-time dashboard. The vendor is expected to manage Agoo platform and provide content development support to better support the needs of young people in Ghana. ‘Agoo’ is a platform which attempts to provide greater access to reliable information for young people. The creation of the platform was the result of a partnership between UNICEF and MTN. The setting up of a platform using telephone technology responded to the need of delivering tailored, updated and accurate information to people at the time they want, at the place they are and in the language they speak.

Currently, UNICEF has ownership on Agoo platform including content, brand, message tree, short code, and data base of users. Institutional contractor is expected to provide technical solution to host Agoo service, manage the connection with MTN, and run real-time dashboard to track the user statistics.  

 Specific purpose of the work is as follow:

1.      Provide technical solution to operate Agoo platform (IVR based) through system placement, maintenance and dashboard establishment/management 

a.      Operation of Agoo platform

b.      Development and maintenance of push and pull function in Agoo platform

      2.      Strengthen data collection and evaluation component of Agoo service

a.      Support baseline, midline, and endline data collection and analysis in KAP (knowledge, attitude, and behaviour) change among Agoo users

b.      Establish program monitoring and polling component through IVR survey

c.      Reporting on data analysis and operation

      3.      Produce and place various adolescent-friendly content to increase user engagement

Given the context of new country programme (2018-2022), Agoo plans to shift its focus to address adolescent issues through adolescent-friendly content. In particular, Agoo plans to introduce dynamic content such as gaming and testimony, Q&A session, celebrity endorsement to increase user engagement and strengthen its behaviour change communication capacity.
