Georgia social protection system readiness assessment
The development of this assessment tool within UNICEF is in response to recognition of the importance of strengthening social protection across the humanitarian-development nexus
The current assessment conducted in Georgia had the following overarching objectives:
1. Assess the general political, technical, operational and financial feasibility, or “readiness”, of Georgia’s social protection system to provide cash assistance during emergencies to people affected by shocks and disasters.
2. Assess the advantages and the potential limitations of the social protection measures envisaged by the Anti-Crisis Plan developed by the Government of Georgia in response to the COVID-19 pandemic.
3. Assess the capacity of the Georgia Country Office (CO) to provide different types of support to the Government to develop cash-based social policy measures during emergencies.
