CHN 2000/005: End-of-Cycle Evaluation of Water Supply Project

Executive summary


The UNICEF assisted Water Supply and Environmental Sanitation Programme in China is currently in the final year of the programme cycle. The end-of-cycle program evaluation aims at assessing the extent of achieving programme obejctives and goals after 5 years of implementation.

Purpose / Objective

This evaluation was carried out to evaluate the UNICEF-China 1996-2000 Water Supply Project of the Water and Environmental Sanitation Programme at the end of its programme cycle.

The primary objective is to evaluate the quality and effectiveness of the project implementation and sustainability as well as its contributions to the achievement of NPA water goal. The outcomes would be used as guidance for the implementation of the next programme cycle, 2001-2005.


The Evaluation is based on a desk review of relevant reports/documents and field assessment. Desk review includes the review and analysis of end-cycle project reports of the project counties and provinces, policy papers, programme documents and
related studies and research reports submitted by the project provinces and counties.

The water evaluation team visited 5 project counties in 4 provinces namely Xinhe (Xinjiang), Yonging and Tianshui (Gansu), Wuyi (Heibei) and Zuoquan (Shanxi). Project sites, schools, health centres, and households were visited. Interview/Meeting/Discussion were held at project sites and at the head offices of the county and province with community members, concerned officers and government leaders/functionaries at all levels.

Key Findings and Conclusions

The evaluation team found that the project objective and target have been achieved during the project period. A total of 6598 deepwell/XI-2 hand pumps have been installed, which provide safe water to 857,400 rural population in water-scarce areas. This has contributed to an increase of 35% water coverage in the water-scarce areas of the six project provinces. The completion of the project target has accelerated the achievement of the NPA water goal of 95% coverage by 2000. Such achievement is possible due to the strong political commitment of the Chinese Government to provide safe water to her citizens.

The smooth implementation of the project was attributed to a large extent to the following factors:

· The establishment of WES project implementation (WES) committee and offices at province, county, township and village levels with assigned officers/personnel responsible for project management and implementation; and

· Availability of resource allocated from governments of all levels and community contribution

Over the past five years, the project had built up the capacity of the government functionaries and project personnel on both the technical and promotional aspects on project management and implementation through training and study visits. Thus, the project provinces/counties were able to formulate strong project implementation teams to carry out the tasks.

Some of the Deepwell/XI-2 handpumps installed in the last four years were observed to need little repair reflecting the reliable quality of this pump and appropriate installation technique and proper usage by users. This type of handpump is found to be suitable in remote and scattered population areas and is accepted by users at their current economic status. In addition, this pump has proved to be able to withstand the extremely cold climate conditions in the western and northwestern regions.

In spite of such benefits, there is a tendency towards reduction of deepwell/XI-2 handpumps based on our discussions with some project leaders/personnel and the reflection from some of the provincial reports. With economic status improving in some rural areas, there is a demand from the people to have piped water delivered to the house. Additionally, the topographic locations suitable for large scale implementation of this type of pump are decreasing as coverage rate have imporved from government and agency programs.

While the achievement of the project is satisfactory, the following weak areas during project implementation have been observed:
- Lack of system for spare parts distribution to village level

- No regular water quality surveillance and monitoring


- Conduct a detailed survey of geographic/topographic localities in the country that are suiutable for deepwell/XI-2 hadnpump technology. The outcomes would indicate the scope of immediate and mid-term need for continued support of the XiI-2 handpump.
- Priority for future water supply project should focus on ensuring safe drinking water quality through periodic monitoring/testing in particular the arsenic and flouride levels
- Futher research on the performance of the deepwell/XI-2 handpump; groundwater quality and the factors that affect the changing of soil chemistry and groundwater level variation; and the economic and health benefits from improved water supply
