Representative, P-5, Amman, Jordan

UNICEF, the world’s leading organization working for the rights of children, seeks a Representative, P-5, Amman, Jordan.


Under  general supervision by the  Regional  Director, the incumbent will be responsible for overall development, formulation, conception and management of UNICEF Country Programme of Cooperation (Medium-size CO) to improve the status of women and children. (Please see below Country Typology and Person Profile).


  • Advanced university degree  in Social Sciences, International  Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines.
  • At least ten years  of relevant professional work  experience at the international level, including in developing countries.
  • Experience in programme/ projects management and building strategic alliances and partnerships/resource mobilization, including with the private sector.
  • Background/familiarity with humanitarian contexts.
  • Advanced knowledge of development theory and practice and of human rights principles and standards.
  • In-depth knowledge of UNICEF relevant policies, procedures and guidelines.
  • Expert knowledge of advanced concepts in primary discipline, with a broad  knowledge of related disciplines, in-depth knowledge of relevant organizational policies  and procedures.
  • Proven track-record in building strategic alliances/partnerships and resource mobilization, including with the private sector.
  • Fluency in English required. Knowledge of Arabic is an asset.

Country Typology

  • Middle Income Country facing a major Syria refugee crisis affecting approx. 1m Syrian refugees.
  • In complex geo-political context (regular programme/emergency work for Palestinian, Iraqi and Syria).
  • An office that has quadrupled in size due to the humanitarian response to Syrian refugees - is now over 100 staff. 
  • High level Representation with Royal Family/HM Queen Rania (Eminent Advocate).
  • High profile visits by donors country representatives and heads of governments to Jordan has opened up opportunities for advocacy and fundraising.
  • A large number of donors and NGO are represented in the country due to the Syria crisis emergency.
  • An RC/HC has been appointed to lead the UN Country Team. High level of inter-agency coordination for UNDAF (post MDG) and Syrian refugee response.

Person Profile

Previous experience as a Representative and in managing emergency operations is imperative. Media in particular:

  • Capacity to manage / strategize and to achieve results.
  • Capacity to lead and motivate a large team.
  • Political savvy and good knowledge of both development/emergency/recovery issues.
  • Strong communication/Advocacy skills.
  • Proven ability to raise funds and engage with partners and donors.
  • Excellent people skills.
