Global evaluations
Independence forms the bedrock of good evaluation practice as it is fundamental to the credibility and utility of an evaluation. The Evaluation Office commissions independent corporate evaluations based on the office’s plan for global evaluations, 2022-2025 which is informed by the UNICEF Strategic Plan, 2022–2025 (E/ICEF/2021/25) and developed in consultation with the Global Evaluation Committee, and divisions and offices, at the global, regional and country levels.
Independent corporate evaluations generate and synthesize evaluation evidence relevant to priority topics to promote and protect children’s rights, focusing on the five Goal Areas of the UNICEF Strategic Plan. These are:

The Evaluation Office also conducts institutional effectiveness evaluations to assess organization-wide functions and elements that support UNICEF’s ability to achieve its intended results for children. These evaluations concentrate on broader institutional aspects of how UNICEF operates and how goal areas and other cross-cutting programmes are implemented. The Institutional Effectiveness Portfolio focus on the change strategies and enablers that support the realization of the Strategic Plan and which are critical to positioning UNICEF and its partners to succeed.
The exercises planned under the institutional effectiveness portfolio in the plan for global evaluations cover the following areas of work: the Strategic Plan, the Gender Action Plan, UNICEF’s approach to risk-informed programming, innovation, advocacy and communication, and human resources management, among others. The institutional effectiveness portfolio uses adaptive and innovative methodologies and approaches to inform change management processes.
