2016 Panama: Evaluación de los Programas de Premedia Multigrado y Telebásica en Panamá



Executive summary

With the aim to continuously improve transparency and use of evaluation, UNICEF Evaluation Office manages the "Global Evaluation Reports Oversight System (GEROS)". Within this system, an external independent company reviews and rates all evaluation reports. The quality rating scale for evaluation reports is as follows: “Highly Satisfactory”, “Satisfactory”, “Fair” or “Unsatisfactory”. Background:

The Ministry of Education requested UNICEF support with evaluating both the telebásica and the multigrado programmes implemented in the country since the late 90s.  In primary education, Multigrade schools cater to 141,510 boys and girls; and at lower secondary, 16,943 adolescents.  In light of the SDG agenda and the National Development Plan 2016-2019 presented by the current government it is important to understand if it will support in achieving the expected results.

Purpose/Objective:

Determine the effectiveness and the relevance of the multigrado and telebásica model in Panama.

Methodology:

The study applied various qualitative and quantitative methodologies.

Findings and Conclusions:

Both the Telebásica and Multigrado models need to be revamped.  The models are relevant in rural and disperse communities.  However, the rapid changes in the country have led to urbanization, making the model no longer efficient nor effective.

Recommendations:

The telebásica model is yielding still better results than the multigrado model.  It is recommended that telebásica drops the video-technology and converts to mobile devices.
