Executive summary

Abstract:

Conduct a formative evaluation of UNICEF’s strategies in response to Violence Against Children in Latin America and the Caribbean. This will be done through the assessment of country-level interventions aimed at preventing and reducing violence against children, with a focus on gender-based violence against girls and adolescents.

Description:

The purpose of this assignment is to conduct a formative evaluation of UNICEF’s strategies in response to Violence Against Children in Latin America and the Caribbean. This will be done through the assessment of country-level interventions aimed at preventing and reducing violence against children, with a focus on gender-based violence against girls and adolescents.
Specifically, the evaluation will seek to assess:

  • The extent to which the country-level initiatives are aligned with international and national frameworks and guidance on reducing violence against girls, boys, and adolescents (relevance);
  • The extent to which the interventions undertaken respond to the needs for prevention and protection of the target population, and specifically if they are able to address the needs of girls, boys, and adolescents between 10-18 (relevance);
  • The effectiveness of country-level initiatives and strategies in achieving their planned results (effectiveness);
  • The efficiency of the programmes and their complementarity or duplication with other similar initiatives in the field of violence prevention and response, and specifically gender-based violence (efficiency);
  • If UNICEF’s initiatives are sustainable over time and the level of integration into countries’ normative frameworks and programmes (sustainability);
  • Analyze to what degree the human rights approach and gender equality principles have been integrated into UNICEF’s work.

In addition, the evaluation will identify good practices, innovative approaches and lessons learned and develop forward-looking recommendations to improve future initiatives to prevent and reduce violence, with a focus on gender-based violence and the most vulnerable groups.
