2019 Eswatini: Country Programme Evaluation of Eswatini 2016-2020

Executive summary


Eswatini CO is conducting a country program evaluation to assess the results of the Government of Eswatini and UNICEF Country Programme (2016–2020). This learning-oriented evaluation will provide lessons and recommendations on the progress made towards the results formulated including the effectiveness of strategies to deliver the Country Program. The findings will inform the formulation of the 2021-2022 country program.


The CPE is intended to capture and demonstrate evaluative evidence of UNICEF’s contributions to development results for children in Eswatini, as well as the effectiveness of the selected strategies in facilitating and leveraging national efforts for achieving development results. The CPE will rely on a diverse quantitative and qualitative information that will need to be triangulated. The design should specify how data collection and analysis methods integrate gender considerations throughout the evaluation process, including to the extent possible, inclusion of girls and boys, women and men, as well as a range of country programme stakeholders.

The stakeholders for this evaluation are relevant Government partners with whom UNICEF has joint annual work plans, NGO partners implementing programmes with UNICEF through cooperation agreements and rights holders who are targeted by UNICEF programmes.
