2019 South Sudan: Evaluation of the Back to Learning Initiative (Education in emergencies)

Executive summary


The Back-to-Learning (BTL) is an initiative led by the Ministry of General Education and Instruction (MOGEI). With support from UNICEF, BTL aimed at ensuring that all conflict-affected children and adolescents in South Sudan have access to learning opportunities in both the immediate and medium term whether through formal school or non-formal system.


The summative evaluation aimed to provide UNICEF, MoGEI and their BTL partners with evidence-based insights into the BTL initiative’s achievements and shortcomings regarding learning opportunities for the most vulnerable girls and boys between 3 and 18 years om South Sudan. In addition, by undertaking in-depth primary research with stakeholders from all levels of BTL implementation - from schools and communities to senior education officials and donor officers - the evaluation team sought to identify and explore those impacts which had the potential to be sustained.
The lessons from the evaluation are intended to inform MoGEI, UNICEF and their BTL associates’ future decision-making regarding appropriate and feasible education policy, management and delivery in order to impact positively on children’s education and wellbeing. In addition, the perceptions and first-hand accounts of the BTL participants in schools and communities should provide guidance to education officials and implementing agents regarding those aspects of provision which should be adjusted before further implementation. 


Evaluation objectives:

  1. To assess BTL policy, planning and provision regarding coverage, relevance or appropriateness, efficiency and effectiveness, impact and sustainability, connectedness, coherence, and collaboration
  2. To assess and elucidate the impact of BTL in relation to the quality of teaching and learning
  3. To assess the impact of BTL on inclusive education, gender equity and children’s rights.
