Shifting from access to schooling to improving learning outcomes is essential to meet Sustainable Development Goal (SDG) 4 and fulfil the growth potential of countries globally.

To create a baseline on quality education practices in Eastern and Southern Africa, this study analysed data from existing student assessments and evidence from effective country-level programmes in the region.
