Welcome to our technical note on Disability Inclusive Budgeting from a Child Rights Perspective, developed collaboratively by the UNICEF Eastern and Southern Africa regional office Social Policy section and Disability Inclusion team. The document embraces both the social and human rights models of disability, ensuring a holistic approach to inclusion. It offers practical guidance for designing and  implementing  CRPD compliant public finance management system with a view to enhance the capacity of UNICEF country offices and stakeholders leave no one behind in the budgeting process.

The note  provides definitions to key concepts in Disability inclusive budgeting; and identifies pathways and entry points to integrate disability inclusion in the budget cycle in line with the

Convention on the Rights of the Child and Convention on the Rights of Persons with Disabilities. It details approaches to assessing budget allocations, combating discrimination, increasing investments across sectors such as health and education for children with disabilities, and promoting the participation of all in decision-making processes.
