Signing of a Memorandum of Understanding (MoU) between NCCPIM&TIP and UNICEF

CAIRO, 11 September 2022- A Memorandum of Understanding was signed today between the National Coordinating Committee for Combating and Preventing Illegal Migration and Trafficking in Persons (NCCPIM&TIP) and the United Nations Children’s Fund (UNICEF) within the framework of launching the strategic partnership between the two parties under the umbrella of the “Third National Action Plan for Combating Illegal Migration (2021-2023)” of the National Committee.
The Memorandum of Understanding was signed by H.E. Ambassador Naela Gabr, Chairperson of the National Coordinating Committee for Combating and Preventing Illegal Migration and Trafficking in Persons, and Mr. Jeremy Hopkins, UNICEF Representative in Egypt.
Ambassador Naela Gabr, Chairperson of NCCPIM&TIP said, “The Memorandum of Understanding we are signing today aims to confirm the Egyptian state’s interest in child protection issues, especially unaccompanied children, in light of the growing trend that the world is witnessing. It is necessary to start a strategic cooperation between NCCPIM&TIP and UNICEF in the field of addressing illegal/irregular migration because of the great capabilities and expertise of the two entities, which contributes to providing prevention and protection for children from the dangers of illegal/irregular migration.”
“This strategic partnership with NCCPIM&TIP is particularly important as a culmination of all efforts made during the last years and as we reiterate our commitment to support the prevention of irregular migration and trafficking in persons, especially of children and youth”, said Mr. Jeremy Hopkins, UNICEF Representative in Egypt.
“UNICEF is working with development partners in Egypt to ensure that a safe environment and adequate services are provided to all children in all possible settings. Through this program, UNICEF will be able to support critical elements of the Egyptian government’s third National Action Plan for Combating Illegal Migration (2021-2023) under which the Memorandum of Understanding that we are announcing today, will be operational”, Mr. Hopkins added.
This MoU constitutes a framework to support the joint cooperation between UNICEF and NCCPIM&TIP with regards to providing early awareness raising of the dangers of illegal/irregular migration, capacity building for all law enforcement agencies and specialists in combating illegal/irregular migration on promoting engagement with migrant children and youth and their families, providing services to them, in addition to cooperating with the Sudanese government and development stakeholders on exchanging experiences. It also includes working on activating the "Standard Operational Procedures for the protection and assistance of child Asylum -Seekers, Refugees and Victims of Migrant Smuggling and Trafficking in Persons" , which was developed by the National Council for Childhood and Motherhood, in consultation with all government partners concerned with child protection, in order to ensure the operationalization of a national system for case management for children and youth at risk, and providing them with the necessary services.
The embassies of Denmark, the Netherlands, the Italian Agency for Development, the Swiss Development Cooperation, and USAID are contributing to supporting UNICEF's interventions that ensure the provision of a safe environment and appropriate services for children and youth on the move. The joint action plan between UNICEF and NCCPIM&TIP will be implemented with the support of the Dutch and Danish government and the Italian Agency for Development and Cooperation.
