Cairo, 16 March 2022- In order to consolidate the joint cooperation aimed at activating the provisions on criminal justice for children in the Child Law, the Egyptian Constitution and the international conventions and covenants enforced in Egypt on children’s rights and judicial protection, the Ministry of Justice and the United Nations Children’s Fund (UNICEF) signed a second MoU to protect the rights of children in conflict with the law, child victims and child witnesses, to implement the restorative justice approach and to promote the application of alternative to deprivation of liberty.

The MOU has been signed by both Judge Amal Ammar, Assistant Minister of Justice for the Human Rights Sector, Women and Children, and Mr. Jeremy Hopkins, UNICEF Representative in Egypt, in the presence of members of the Human Rights, Women and Child Rights Sector, Ms. Hala Abu Khatwa, Communication Specialist at UNICEF Egypt and Ms. Rana Younes, Child Protection Officer at UNICEF Egypt.

This memorandum constitutes a framework for the development of joint cooperation and coordination between the Ministry of Justice and UNICEF regarding the following:

  1. Joint cooperation to develop and implement an action plan to support and promote the rights of children in conflict with the law, child victims and child witnesses in Egypt, in coordination with the relevant governmental or non-governmental stakeholders.
  2. Joint cooperation in developing a training curriculum and implementing capacity building programs for justice professional to develop skills and knowledge and address operational issues, in coordination with concerned authorities.
  3. Providing support to establish model child courts and child-friendly rooms in criminal courts in several governorates nationwide.
