Equity gaps in education widen signicantly post-primary school.

In the CEE/CIS region, the deterioration of education quality, the growing irrelevance of outdated curricula to modern job markets and individuals’ aspirations and the high youth unemployment rates in the region are taking a toll on adolescent and youth’s demand for education; difficult school-to-work transitions call into question the quality of education for adolescents and youth.

Adolescent and youth dropout rates are high, learning outcomes are low and opportunities for quality post-primary education are limited. About one fifth of adolescents and youth are not enrolled in school. Adolescents and youth who do finish secondary school often arrive on the job market without the skills needed in globalising economies, and labour markets do not have enough jobs to absorb all recent graduates. Many adolescents and youth, both with and without a complete education, are pushed into the informal labour sector or are left unemployed.

The World Youth Report 2003 says: ‘In the transitional economies of Eastern Europe, it has been argued that with around half of all graduates either being unemployed or working in the informal sector, education has only a modest impact on success in the labour market (UNDP, 2003).’
