Evidence for policy making in Europe and CIS

UNICEF is committed to changing the world for children. We strive to protect children`s rights, improve their health and nurture their development through sound planning. monitoring and evaluation which in turn guides evidence-based policy making in the countries we work in.

Effective monitoring and evaluation are critical to identify inequities, inform policies and programmes as well as to measure achievements. In UNICEF evidence is essential to define the focus of our engagement for children. 

UNICEF measures the situation of children and women and tracks progress through data collection and analysis. It maintains and updates global and regional databases and promotes the disseminatin of evidence-based data for planning and advocacy.UNICEF is the lead United Nations agency responsible for the global monitoring of child-related Millennnium Development Goals.

To support monitoring and evaluation in the region, UNICEF is engaged in:

  • TransMONEE
    TransMONEE is an information system supported by a network of National Statistical Offices in 28countries in the region. This network provids yearly updated database related to the social welfare of children, young people and women. 
  • DevInfo
    DevInfo is a user-friendly database system to monitor progress towards global and national development goals and strategies.

  • Evaluation                                                                                                                                                                                                 Evaluations aim at providing evidence-based information that is credible, reliable and useful, enabling the timely incorporation of findings, recommendations and lessons learned into decision making processes.

  • Country-led monitoring and evaluation systems
    These systems serve the information needs of the country and, therefore, are an agent of change and instrumental in support the implementation of policy reform. UNICEf own monitoring and evaluation function aims at strengthening rather than undermining national evaluation systems and capacities.
