Education Management Information Systems (EMIS) that Track Individual Student Data in Mongolia

Highlights
To achieve equity in education and support the most marginalized children and adolescents in East Asia and Pacific region, it is imperative to collect, analyze and utilize quality information and data of each and every child so that we can develop tailored policies and programmes. It is more important than ever, during the current unprecedented crisis caused by the global pandemic of COVID19 which hits the vulnerable children hardest and widens the gaps and inequalities even further.
It is in this context that UNICEF is pleased to present a series of Reports on Education Management Information System that Track Individual Student Data.
The Mongolia Report has examined policy and the data gaps relating to the EMIS, and has reviewed the extent to which data are analyzed and utilized for decision-making by the Ministry of Education, Culture, Science and Sports (MECSS) of Mongolia. EMIS in Mongolia is termed Education Sector Information Systems (ESIS) which is an integrated EMIS for preprimary to upper secondary education as well as non-formal education. The review concluded that the current ESIS are well managed, providing a comprehensive record of all education institutions of public and private sectors, teaching staff and student data, but there are rooms for improvement in terms of utilization of ESIS system for the purposes of policy and planning. It also revealed gaps in policy to support ESIS system. Key recommendations provided in this report are to inform the further development of EMIS strategy and policy in Mongolia, and strives towards the achievement of SDG4 Education 2030 agenda in the country.
