Highlights

To achieve equity in education and support the most marginalized children and adolescents in East Asia and Pacific region, it is imperative to collect, analyze and utilize quality information and data of each and every child so that we can develop tailored policies and programmes. It is more important than ever, during the current unprecedented crisis caused by the global pandemic of COVID19 which hits the vulnerable children hardest and widens the gaps and inequalities even further.

It is in this context that UNICEF is pleased to present a series of Reports on Education Management Information System that Track Individual Student Data.

The Malaysia Report has examined policy and the data gaps relating to the EMIS, and has reviewed the extent to which data are analyzed and utilized for decision-making by the Ministry of Education (MoE). The EMIS ecosystem in Malaysia has been transformed and developed over time. The findings revealed that the EMIS in Malaysia are currently operating at multiple levels, supported by digital technology and an Education Data Repository that enables the collection, aggregation, analysis and use of data and information in education.  In 2018, the MoE launched a five-year Information Communication and Technology Transformation Plan for 2019-2023, aiming to transform the overall ICT structure and environment, of which the reform of the EMIS is a major part. The analysis of the EMIS ecosystem provided in this report presents additional recommendations that can complement the reforms articulated in the ICT Transformational Plan of MoE in Malaysia, and strives towards the achievement of SDG4 Education 2030 agenda in the country.
