A consultant to support nutrition interventions in the eastern zone

In the eastern DRC, UNICEF is implementing an important Nutrition program covering the four eastern provinces in 101 health zones with no less than 400 nutritional units. The coordination of this component requires a highly qualified expertise, clearly an international Nutrition Specialist. The process of recruiting a L3 - Nutrition Specialist - Fixed Term is incurred; however the process will take several weeks.

During this interim period between the TA position ending July 31 and the arrival of the FT staff, it is essential to have a Nutrition Specialist who can coordinate the program during the period of two months.
The present terms of reference are developed for the recruitment of such staff as soon as possible, preferably by August 31, 2010.

Under the overall direction of the Head of Zone office , Head of  the zone Child Survival Section and in close collaboration with  the emergency nutrition specialist and the nutrition manager in Kinshasa, responsible for the development, implementation, monitoring and evaluation of a range of nutrition programmes with more focus on emergency nutrition to ensure the protection and preservation of the well being of children and mothers in the provinces under the zone office.

Tasks to be completed    

 Act as the nutrition cluster lead coordinator and implement the nutrition cluster including identification of capacity and funding gaps, ensure compliance with national protocols as well as information sharing amongst cluster members and local health and nutrition authorities especially in case of emergencies. Supervise all nutrition cluster activities in the provinces covered by the zone office in close collaboration with the national nutrition cluster. Coordinate the development of contingency plans as needed 
 Follow up nutritional situation, compile and/or comment on the results of the nutrition assessment.. Establish contact with community groups, other partners and allies to keep abreast of emergency situation, collect information, identify problems and constraints, and anticipate response intervention  Collect, compile analyze data on the management of acute malnutrition and disseminate findings to the nutrition cluster at both zone and national level 
 Provide technical assistance to nongovernmental and governmental partners  on the integrated community based management of acute malnutrition (IYCF integrated to CMAM partners
 Ensure the timely delivery of materials and supplies, cash assistance and other services for programme/project implementation, in particularly nutrition aspect.  Certify and/or approve disbursement of programme funds.
 Ensure monitoring and evaluation  of UNICEF funded nutrition activities with government national and international partners Frequently undertake visit to provincial offices and partners project sites to asses project implementation, ensure compliance with national nutrition protocol and guideline  and provide technical assistance
 Contribute to funding budget (development of proposals) and the preparation of donor report and document required according to the existing procedures.
 Interact with other UN agencies, NGOs other partners and allies to support inter-agency efforts and integrate UNICEF nutrition strategy and overall programme/project approach.
 Consult, coordinate, and liaise with international, multi- and bilateral  partners
 Any other task assigned by the head of the zonal Child survival section


 Advanced  degree in nutrition or related area
 Demonstrated expert knowledge in the community based management of acute malnutrition
 Demonstrated coordination skills and experience 
 At least 5 years of work experience in nutrition including at least 3 years in emergency nutrition
 Proven ability to conceptualize, plan and manage programs, as well as to impart knowledge Good working knowledge of English and French


The consultant will work under the direct supervision of the head of the zone child survival section The consults can seek remote technical assistance and guidance from the emergency nutrition specialty in Kinshasa and from the Nutrition manager in Kinshasa. He or she will work in close collaboration with the health and nutrition specialists in the 4 provincial offices covered by the zone office
