Every child is protected from violence and exploitation
This program component addresses the quality of prevention and protection services to face up all kinds of violence against children and adolescents, especially those groups exposed to greater and more complex vulnerabilities, including those who have committed acts typified as crimes by the law and those with aggravated social behaviours, as well as crime victims and witnesses.
Cuba has legal, political and programmatic instruments aimed at children’s well-being. However, there are still challenges like poor knowledge about the rights of children and adolescents, as well as about the numerous forms and consequences of violence, including gender violence and digital scenarios. In addition, there are gaps in the supply and demand of gender-sensitive prevention, counselling and quality care services.
Therefore, this country program component concentrates efforts so that more children and adolescents from priority groups and territories benefit from violence-free, prevention and protection services and spaces.
The program logic states that when protection professionals and institutions are better equipped to provide quality services to prevent and protect against violence; when children and adolescents have knowledge and skills to claim their right to a life free of violence; when families, caregivers, and communities deem unacceptable and harmful all kinds of violence and adopt positive parenting behaviours, then children and adolescents will enjoy a violence-free environment and reach higher levels of well-being.
UNICEF will work at central and local levels with the Ministries of Justice, Interior, Education, Culture, Labour and Social Security, institutions of the legal system, the National Union of Cuban Jurists, the University of Havana, Reference Centres for Childhood and Adolescent Rights, vocational schools, counselling centres for women and families (Casa de Orientación a la Mujer y la Familia), intersectoral work groups in municipalities and communities, cultural promoters, art instructors and artists.
