UNICEF Bulgaria is looking for a consultant to develop a financial standard for running a Safe zone for unaccompanied and separated children in State Agency for Refugees reception centres.
To address the increasing number of unaccompanied and separated children due to the flow of migrants and refugees and the persistent lack of alternative care and social services that are best suited to accommodate the specific needs of these children, UNICEF is currently implementing a project that aims to develop a third Safe Zone in Registration and Reception Centre Harmanli, the largest reception centre in Bulgaria. The refurbishment work will take place until the end of November 2023 and the capacity of the zone will be 98 with an option to be increased to 200, in case of influx. As part of the efforts of UNICEF and State Agency for Refugees (SAR) to ensure sustainability for the work supported, the project also envisages the development of a financial standard for running a Safe zone for unaccompanied and separated children as a state-delegated activity.
To contribute to this project, UNICEF Country Office in Bulgaria is looking for a consultant with at least five years’ experience in development of financial standards for services related to children and caregivers to develop a financial standard for running a Safe zone for unaccompanied and separated children as part of the SAR reception centres in Bulgaria. The work will involve desk research, field visit to the two safe zones in Sofia, meetings with UNICEF Child Protection experts, SAR representatives and other stakeholders and development of a proposal for financial standard. The assignment is envisaged to take place between 1 August – 31 October 2023.
