The analysis show that it is possible for the government to implement the NSPF with a neutral fiscal impact, but potential exists to increase fiscal space, especially through mineral and non-mineral revenues. Botswana’s road to an inclusive and robust social protection framework requires a harmonized approach. The Government must align its social protection framework and strategy with the macroeconomic strategies to successfully implement the new National Social Protection Framework which should enable a resilient and holistic welfare system. Embracing fiscal prudence alongside operational innovation will be paramount for Botswana to realize its vision of transitioning to high income status with a universal social protection.
