The report notes wide disparities in social protection coverage and efficacy, despite the commendable government investment on social protection. The analysis show that it is possible for the government to implement the NSPF with a neutral fiscal impact, but potential exists to increase fiscal space, especially through mineral and non-mineral revenues. Botswana’s road to an inclusive and robust social protection framework requires a harmonized approach. The Government must align its social protection framework and strategy with the macroeconomic strategies to successfully implement the new National Social Protection Framework which should enable a resilient and holistic welfare system. Embracing fiscal prudence alongside operational innovation will be paramount for Botswana to realize its vision of transitioning to high income status with a universal social protection.
