Support for “Justice for Every Child“ Project

Sarajevo, 27 March 2012 – The President of the High Judicial and Prosecutorial Council, Mr. Milorad Novkovic, met today with Swedish Ambassador to BiH, H.E. Bosse Heberg, Swiss Ambassador to BiH, H.E. André Schaller, and UNICEF representative to BiH, Ms. Florence Bauer, to discuss cooperation in implementation of the project “Justice for Every Child”, which deals with the protection of children under risk and children in contact with the justice system in BiH.

In their opening remarks, the ambassadors of Sweden and Switzerland to BiH expressed their support for the reform of the justice sector in BiH and emphasised that the reform process should address issues related to the treatment of children in the justice system.

President Novkovic said that the High Judicial and Prosecutorial Council of BiH is going to support the projects that are important for children and juveniles in BiH, stressing the need to ensure that contacts of children and minors with judicial institutions, either as victims, witnesses or perpetrators of criminal offences, be raised to a level that  meets the standards of the European Union.

During the meeting, the support was expressed for the proposals of the UNICEF representative to BiH Florence Bauer, relating to the education of judges and prosecutors dealing with cases involving children and minors, access to the judicial CMS system allowing insight into data relevant for the “Justice for Every Child” project, and providing separate rooms in courts and prosecutors’ offices for the hearings of children and minors.  

It was also announced that there would be a workshop organised with the representatives of the HJPC BiH Secretariat to discuss the needs of the justice sector reform in relation to children and minors, as well as to identify concrete steps to achieve set objectives.  

President Novkovic proposed that this important project be presented at the next Ministerial Conference, planned for autumn 2011, in order to ensure that relevant institutions become familiar with these issues with a view to amending the existing legislation in BiH and ensuring  all logistical prerequisites for implementation of measures and activities foreseen in the project .

The meeting was also attended by Mr. Jonathan Francis from the Swedish International Development and Cooperation Agency - SIDA, Ms. Alma Zukorlic, representative of the Swiss Agency for Development and Cooperation - SDC and Mr. Paolo Marchi from UNICEF.
