Early Childhood Development Policy Documents Adopted in both BiH Entities

Early Childhood Development Policies have been adopted in both Entities in Bosnia and Herzegovina, to provide an essential framework for the preparation of ECD strategic plans and for the further strategic allocation of resources. These policy documents have been developed with support from UNICIEF  as part of the Programme to “Enhance the Social Protection and Inclusion System for Children in Bosnia and Herzegovina – SPIS”, which is implemented in partnerships with the European Union, the Government of Norway and DFID.

"This is a very important result that we can all celebrate but that also marks the starting point of a new phase where strategies, plans are being developed and where it is key to ensure that appropriate financial resources are allocated to implement this Policy." - said Florence Bauer, UNICEF Representative in Bosnia and Herzegovina.

Early Childhood Development Policy documents, which aim at contributing to the Early Childhood Education and Care agenda as well as to the Europe 2020 social inclusion objectives, have been developed jointly by the sectors of health, education and social protection and set a framework for strengthening an integrated approach to ECD through coordinated services and activities involving these three sectors. They also offer an umbrella for raising awareness of professionals, parents and society on the importance of ECD, for replicating across the country the integrated ECD centres and programmes that have been implemented in several municipalities as part of SPIS and for improving systems for early detection and intervention for children with special needs.
Both ECD policies have been officially be launched in both Entities on 2 June in Banjaluka, for Republika Srpska (RS) and on 3 June in Sarajevo, for the Federation of BiH (FBiH).
