Highlights

Social protection is a priority of the Royal Government of Bhutan, as highlighted in Section 7 and Section 22 of Article 9 of the Constitution of Bhutan. Bhutan’s 13th Five-Year-Plan marks the first time social protection has been included as a key pillar in national development planning, with the aim of developing a comprehensive social protection system by 2029.

Towards establishing a national social protection system, a comprehensive situational analysis and landscape assessment of social protection systems in Bhutan was conducted from August to November 2024. This document assesses the current state of social protection, identifies gaps, and proposes actionable recommendations to enhance effectiveness and inclusivity in Bhutan.
