Parental care
Many toddlers and preschool-aged children are denied their right to a safe and stimulating environment because parents and caregivers are unaware of the needs of young children.  Caregivers do not recognize the importance of engaging with their children by reading aloud, reciting stories and rhymes, or simply talking, listening and playing.

Early learning
Less than 15 per cent of children under-five participate in any kind of early child education programme, primarily because of a lack of early learning centres.  Often, established playgroups and pre-schools do not provide appropriate learning environments and teachers lack qualifications and training.  Proper learning opportunities for young children are vital to later success in primary school.
