 University degree in one of the disciplines relevant to the following areas: Education; Primary Education, Economics, Social Sciences, or a field(s) relevant to international development assistance
 Two years of professional work experience at national level relevant Education programmes. Experience working in the UN or other international development organization an asset
 Essential Technical Knowledge of theories, principles and methods in areas of:  Education; Primary Education, Economics, Social Sciences
 Methodology of programme/project management is required
 Education Programmatic goals, policies and strategies
 Demonstrated ability to work in a multicultural environment, and establish harmonious and effective working relationships, both within and outside the organization
 Analytical and conceptual ability; communication skills
 Planning and monitoring skills; ability to organize work and projects.
 Computer skills, including internet navigation, and various office applications
 Fluency in English and Azerbaijani

 Contribute towards the preparation of Education Situation Analysis by compiling data, analyzing and evaluating information, and writing chapters of the Analysis. Analyze program implementation reports and evaluate against established programme recommendations and plan of actions. Prepare tables, graphs and other statistical data. Report outcome of analysis and propose corrective action.
 Assist in the conception, preparation, implementation, monitoring and evaluation of the Education component of the Country Programme including Disaster Risk Reduction (DRR). Analyze and evaluate data to ensure achievement of objectives and/or take corrective action when necessary to meet programme/project objectives.  Assist in development and/or introduction of new approaches, methods and practices in project management and evaluation
 Undertake field visits to monitor programmes, as well as conduct periodic programme reviews with government counterparts and other partners. Propose and/or undertake action on operational procedures affecting project implementation and management. Provide technical advice and assistance to government officials and other partners in planning, implementation, monitoring and evaluation of programme/projects in Education and DRR.
 Undertake follow-up action on programme implementation activities and prepare relevant reports. Draft changes in programmeworkplans of education including DRR and measures as required.
 Initiate policy studies on education reforms, including feasibility and affordability researches. Assist Government in identifying priority areas in education
 Maintain close collaboration with Ministry of Education and Ministry of Emergency Situations. Assist government authorities to plan and organize training programmes. Identify training needs and objectives for the purpose of capacity building, programme sustainability as well as promotion and advocacy
 Assist in the preparation of country programme recommendation by drafting relevant documentation ensuring accuracy, consistency with established rules and regulations
 Evaluate and analyze financial and supply reports to ensure appropriateness of documentation, expenditures are within allotments. Collaborate with Operations staff to implement internal controls systems and resolve day-to-day issues or discrepancies in financial or supply management
 Draft relevant sections of reports required for donors, management, annual reports. etc.
 Perform other duties when required
