Consultancy assignment: Development of a strategic framework for strengthening National Humanitarian WASH Coordination

UNICEF, the world’s leading organization working for the rights of children, seeks a consultancy for the Development of a strategic framework for strengthening National Humanitarian WASH Coordination.

 Key skills, technical background, and experience required:

The consulted is expected to have the following technical  knowledge and competencies:
• Advanced university degree (minimum Master degree level) in one of the disciplines relevant to the following areas: water, sanitation, public health, institutional analysis, public administration and policy, capacity assessment or a field relevant to international WASH related development assistance.
• Ten years of progressively responsible professional work experience in the UN and/or other international development organization, national government or the private sector.
• Extensive experience in institutional capacity assessment and strengthening in development and emergency context in developing countries.
• Proven ability to develop strategic models/frameworks for development and emergency related decision making in developing countries.
• Extensive experience water, sanitation and promotion coordination at a senior level in development and/or emergency context.
• Background/familiarity with Emergency (preparedness and response) and the IASC Cluster approach and the Transformative Agenda required.
• A sound understanding of the WASH Sector coordination preparedness and response in emergencies.
• A good working knowledge of recent developments and approaches in WASH programme in emergency, early recovery and development.
