UNICEF is guided by Article 12 of the United Nations Convention on the Rights of the Children (UNCRC Article 12) and also by the African Charter on the Rights and Welfare of the Child (ACRWC Article 7) in the formulation and review of programmes which encourage children and young people's participation. 

Participation ensures the involvement and consultation of children in development of projects and in the community life of children and young people from the stages of conceptualisation and planning, implementation, monitoring and evaluation.

In ensuring child participation, it is fully recognised that children and young people are capable of producing useful knowledge and actively contributing to programmes which advance their own protection and wellbeing.  The Children's Parliament is one platform which has been supported by UNICEF in partnership with the Zimbabwe Youh Council to strengthen children and young people's particiaption.
