Promoting enabling environments

Creating an environment for change and influencing policy and priority-setting at country, district and community levels are central to water and sanitation programming.
UNICEF works to obtain support from governments and other external organizations and to develop child-friendly water and sanitation programmes. This means promoting a focus on programmes that most effectively improve the lives of children. For example, UNICEF urges greater emphasis on sanitation and hygiene promotion in supporting the development of a country’s national policy.
UNICEF also focuses on building the capacity of communities and putting in place community-managed systems that are affordable and easy to maintain. This means:
In a 2002 UNICEF survey of 44 countries, only 45 per cent had a national sanitation policy, while 73 per cent had a national water policy.
- Working with women – the primary stakeholders in the area of domestic water supply and sanitation – and involving them at all stages of project implementation.
- Working with traditional leaders, faith-based and other community organizations and local entrepreneurs.
- Ensuring that facilities are suited to children’s needs so that they will be encouraged to use them safely.
