The trouble is, you cannot put everyone in prison for failing to protect children. Who would lock us all up? So perhaps we need to target laws effectively — but not just at the direct exploiters. The rest of us — children, adults, leaders, lawmakers — most urgently need education and information! And governments, non-governmental organizations and businesses need to increase their efforts to address factors such as poverty, conflict and political instability.
