• Again, we cannot control what the police chief says, but if we are going to report his words, we need to balance them with more information. Did all the children have parents? Did the parents know what was going to happen to their children? In what circumstances were the parents prepared to let their children leave home? What more can we say about their home areas and the conditions that make the commercial sexual exploitation of children possible?

• In other words, what are the underlying causes of the sex trade in children, and how can we create an environment in which children are safe? You could take a look at the features Making children safe and How can this happen? for ideas.  

A fresh start is always possible, and a fresh start is what we need with this report!
