If families are unable to look after orphans, then maybe state institutions such as orphanages are an option. According to article 20 of the Convention on the Rights of the Child, if your parents cannot care for you, it is ultimately the state's responsibility to make sure you are protected and your rights are respected. You might think that at least in an orphanage your care will be monitored — or should be.
