The reason people fear being identified as having HIV is that they are worried about discrimination — that they will no longer be able to have normal relationships and be accepted in the community. And publicly identifying people who have HIV is likely to fuel discrimination, by creating a 'them and us' mentality. Again, this would make it less likely that people will be willing to have an HIV test, which in turn will make it even harder to stop the spread of the disease.
