The way forward

  • Undertake a comprehensive mapping of all child protection concerns to inform evidence based strategic planning for the development of a child protection system.
  • Adopt a comprehensive action plan to reduce and prevent the abuse of children and improve access to protection services, including development of social work and family support services.
  • Increase professionalism in those who have responsibility of care for children including social workers, teachers, police and health staff.
  • Develop policies and procedures that safeguard the rights of children to be brought up in a safe and caring family environment and that offer when necessary, alternatives to family care including foster placements and adoption.
  • Strengthen prevention programmes and support services for children who are in contact with the law and improve capacity of all professionals involved in the administration of justice.
  • Ensure that justice for children meets international norms based on restorative rather than punitive actions.
  • Advocate with the Government to implement international standards regarding the use of child labour and particularly to address the issue of children working in cotton harvest and production.
  • In partnership with the World Bank, conduct research and analysis aimed at providing economic alternatives to the use of children in the cotton industry.
  • Increase multi-sectoral coordination in order to improve effectiveness and efficiency of the child protection sector.
