Uzbekistan’s Parliament and UNICEF cement cooperation for children until 2015 and launch children’s rights resource centre in the Parliament

Tashkent, April 7, 2009.  The Legislative Chamber of the Parliament of the Republic of Uzbekistan and the United Nations Children’s Fund (UNICEF) signed off a Memorandum of Understanding (MoU) today which lights the way for joint work for children until 2015. Mr. A Shadmanov, Vice Speaker of the Chamber and Mr. Mahboob Shareef, UNICEF Representative in Uzbekistan, signed of the MoU.

“The MoU shows the parliaments commitment to the full realization of children’s rights and will open new avenues of cooperation for children, particularly with a range of parliamentary committees,” said Ms. Shahnaz Kianian Firouzgar, UNICEF Deputy Regional Director for Central and Eastern Europe and the CIS who is currently visiting Uzbekistan to discuss further expansion of collaboration for children between the UNICEF and Government

Ms. Kianian Firouzgar, Ms. Sayora Rashidova, Ombudsperson, Mr. Akmal Saidov, head of Parliamentarian Committee on Democratic Institutes, NGOs and Citizen’s self-governing bodies and Members of Parliament (MPs) witnessed the signing ceremony.
 
The MoU codifies increased cooperation between the Parliament’s Legislative Chamber and UNICEF and will enable both parties to join forces to advocate at the highest level for the protection of the rights of children. Also, MPs of the Legislative Chamber and UNICEF will undertake joint field visits to the regions to monitor the implementation of national laws and international conventions including the convention on the rights of children (CRC).

The resource centre on Childrens rights and issues in the Parliament will directly feed into good policy making for Uzbekistan's children

A Resource Center on children’s rights was opened at the Legislative Chamber on the same day. The centre will ensure Members of Parliament (MPs) get the latest information on children’s issues to support the work of range of the parliamentary committees. UNICEF provided technical support for its establishment.

The Resource Centre will be instrumental in organizing regular meetings and discussions on various emerging children’s issues at the Legislative Chamber of the Parliament.
UNICEF will work with MPs in ensuring the rights of the children through developing partnerships with other interested organizations and NGO’s, bringing in international experts, and sharing UNICEF experiences from other countries. 

Last year Uzbekistan ratified the optional protocol on the sale of children, child prostitution and child pornography, of the Convention of the Rights of the Child (CRC). The second CRC protocol on the involvement of children in armed conflicts is awaiting ratification. Within this framework, the launch ceremony also included the presentation of the Uzbek versions of publications of “CRC and its optional protocols” and “E-compilation of international documents on children’s rights”.
