Government of Ukraine and UNICEF sign new five-year Country Programme Action Plan
KYIV, 1 November 2012 – Vice Prime Minister of Ukraine-Minister of Social Policy of Ukraine Serhii Tihipko and UNICEF Representative in Ukraine Yukie Mokuo signed the Country Programme Action Plan (CPAP) for the period of 2012 – 2016. The CPAP is developed by UNICEF and the Government of Ukraine in consultation with the national partners and its budget for five years is USD 20 mln. The CPAP between the Government of Ukraine and UNICEF focuses on fulfilment of obligations towards children as set out in the Convention on the Rights of the Child. The joint actions will be focused on key priority areas, such as: ensuring every child is living in a family environment, promoting better health care and nutrition for children, protecting children from violence and abuse, ensuring no child is born with HIV and providing HIV services for excluded women and youth, informing about child rights and supporting more effective policies in the interests of children in Ukraine. "Children are the most valuable resource of a country, however, at the same time, most vulnerable population. Over 8 million children living in Ukraine deserve more attention and better protection. Ensuring children’s development to their full potential is the best investment that a country can make for its future,” said UNICEF Representative Yukie Mokuo. “I believe the CPAP will contribute to achieving the aspirations of the Government and the people of Ukraine to ensure that all children enjoy their rights," she added. Vice Prime Minister-Minister of Social Policy of Ukraine Serhii Tihipko emphasized that the cooperation with UNICEF will allow Ukraine introduce the best world standards and practices in protecting children’s rights. «Protecting children’s rights and ensuring family environment for every child are key components of the Government’s social policy. We have already taken important steps in this direction: we have increased the number of social workers supporting crisis families and continuously improve social protection of children. I’m sure that the implementation of this five year programme of cooperation with UNICEF will help us to improve drastically this extremely important work for our country», - stated Serhii Tihipko. UNICEF celebrates the 15th anniversary of their presence in Ukraine this year. It opened its office in Kyiv in 1997 following the conclusion of the Basic Cooperation Agreement (BCA) between the Government of Ukraine and UN Children’s Fund (UNICEF). Later, it was ratified by the Parliament of Ukraine providing the basis for relationship and cooperation between the Government of Ukraine and UNICEF. In conformity with the BCA, the Country Programme Action Plan is developed and signed every five years describing programmes and projects jointly agreed by the Government of Ukraine and UNICEF aimed at improving the lives of children and families throughout the territory of Ukraine. # # # For further information, please contact:
